Jamie, I am unsure if I have the right house and inspection as the last Jamie I had for a client with a live wire noted was in May. It should be noted that when it comes to live wires we do not guess at these kind of situations and having live wires can be very dangerous. We use a tester which, when placed against the wire, either bare or against the insulation of the wire, it will beep if the wire is live. The only way a wire is noted as live and abandoned is if the end of the wire is hanging free, not capped and is live. In the case of the wire in the report from May the wire was live at the time of the inspection. Perhaps it was disconnected after the inspection. I cannot answer that. I can assure you, however, that I use the same equipment at every inspection and if the wire was reported as live and abandoned then it was definitely live at the time of the inspection.
It is unfortunate that you have had some frustrations and I would be happy to discuss them at any time. Please feel free to contact me.
